In Canada, we have Federal, Provincial, Territorial governments, the Federal Government has the legislative right to grant a permanent residence to a person, but the Provincial & Territorial can play a role in achieving this goal.
To be nominated by a province or territory means you have applied to those Provincial and Territorial programs which are designed by them to suit their needs of labour shortage and areas of their economy.
With a nomination, a candidate gets additional 600 points to their current express entry profile point.
Provinces like Saskatchewan, Manitoba are highly of interest because of their point allocation criteria.
